Kaled High Council

In one of the infinite parallel universes of "possible space", (COMIC: Fire and Brimstone) the Kaleds were ruled by a Kaled High Council. The Doctor denounced Davros to them when he found out about Davros's Dalek project, but Davros got the Thals to wipe out his own people before they could put an end to his experiments.
