Katherine Steele was the sheriff of the town of Moslin on Atharna.
Her partner was once killed as a result of Craddock tending to the criminal before him. She later killed that criminal in the town's tavern, holding a grudge against Craddock.
She helped Sophie Russell and Felicity from not being killed by Brian the Ood along with Samson, Craddock and the Eighth Doctor. (AUDIO: He Kills Me, He Kills Me Not)
