Kennedy wanted to accuse Garius Moro of an atrocity that killed billions. He helped in investigate the assassination attempt on Moro and later accused Varish in murdering the chef. He was in charge of security on the station as a member of a Space Security Service. He shot at the Sixth Doctor. He released the Doctor from prison after learning the truth from Naras. He killed the Chef and Varish and wanted to kill Moro as his home planet was destroyed as part of the attrocity. (AUDIO: Memories of a Tyrant)
