It should be relocated at St Petersburg because COMIC: Space Oddity [+]Loading...["Space Oddity (comic story)"] hints that they are indeed the same city. It also does not seem consistent to keep these pages separate while having Petrograd redirect to St Petersburg despite a similar lack of confirmation they are the same.

Leningrad

Leningrad was a city in the Soviet Union.

During World War II, Leningrad was surrounded by the Wehrmacht. The curator of the Palace Museum fled with the collection of treasures to Siberia but he was unable to move the Amber Room. Isabella Zemanova and her sons passed through Leningrad after escaping Stalingrad. (PROSE: The Beast of Stalingrad [+]Loading...["The Beast of Stalingrad (novel)"])

Because KVI was afraid the Committee would detonate a time bomb in Leningrad and other places, they capitulated in the face of the enemy after only 32 minutes fighting. A KVI operative called it the shortest battle in human history. (AUDIO: Zone 10 [+]Loading...["Zone 10 (audio story)"])

In 1965, the Eleventh Doctor told Alexey Leonov that he knew a Tsar that lived in Leningrad, but was unsure if the city still called by that name. (COMIC: Space Oddity [+]Loading...["Space Oddity (comic story)"])

In real world, Leningrad is one of the names of St Petersburg. No connection between the two names has been established in DWU. Moreover, in the audio story The Night Witches [+]Loading...["The Night Witches (audio story)"], one of the Soviet pilots during World War II uses the name "St Petersburg" despite the city being called "Leningrad" in the real world since her birth. The comic story Space Oddity [+]Loading...["Space Oddity (comic story)"] heavily implies they are the same city, with the Doctor hinting that he knew a Tsar that lived in Leningrad (referring to the Russian Tsar's official residence at St Petersburg's Winter Palace), and that the city was renamed at some point.
