Ambassador Malkino was a Monan diplomat. Leela threatened him with violence after the Time Lords learnt that the Monans had been mining illegally on Terra Phallax and, to show Malkino that the Time Lords had no involvement in sabotaging the Moros, President Romana agreed to repair the ship. He and his delegation left Gallifrey around the time of Narvin's murder. (AUDIO: Enemy Lines)
