Mandrake (The Missing Link)
Mandrake was a Celestial Intervention Agency spy posing as a the head of security of the War Master’s medical facility. He didn’t like Professor Silver. He was The Master's right hand man and often relayed orders to other members of stage. He asked Silver to release one of her specimens to track down the Doctor through the ventilation system. He knew about the effects of the War and was determined to avert to genocide of the Time Lords. He was tasked with getting the Rage back to the CIA base on Mount Perdition. As such he tried to move the Rage to a different cell but it escaped. He was absorbed by the Rage. The Master knew all along that he was a plant by the CIA.
