Captain Martin Okombe was a senior officer in the Royal Navy and captain of the HMS Brighton. He was told to move the nuclear submarine by Admiral Charles Fisher, who told him that the order came from Torchwood.
At the inquiry into the response to the tsunami, Captain Okombe was questioned by the lead counsel and told them about the orders from Torchwood, confirming that they had known about the tsunami hours before informing the emergency services. (AUDIO: A Mother's Son)
