Mirtar was part of a Sea Devil tribe at the bottom of the Sea of Titan. He didn't want to see the Ninth Doctor and Diana Hendry. He told the Doctor about her history of the colony and how people didn't want them on the base. They learnt from him about the pollution caused by the humans was affect the colony.
