Mr Hurley looked after the Fifth Doctor, Nyssa and Tegan Jovanka when the TARDIS crashed into his estate. He was and industrialist and engineer. He showed the Doctor his factory. He was part of the militia and was delighted to "teach the protestors" a lesson and ordered start of the attack against them. He trampled down Cathy Roberts and killed her son Peter in the process.
