In 1930, reports of disappearances from the New York City's Hoovervilles flooded in. The November 1st 1930 issue of New York Record considered an elaborate scare tactic aimed at the city's municipal government as a possible reason behind it. It was also reported that the municipal government asserted that they were handing out as much welfare as the city could reasonably afford. (TV: Daleks in Manhattan)
