Neander was a Warpwright who was one the planet when it returned to the universe. They were angry after learning what the Daleks had done to their planet. They showed Leela the crash site and was appalled to see Narvin there. They thought that the Time Lord device was devious. They distracted the reconnaissance Dalek scouts.
