According to the Fifth Doctor, Nicaea was a town "600 miles from Egypt" on the "eastern shores of the Mediterranean". In 325, it was the site of the Council of Nicaea, an important communion of Christian bishops. The Doctor, Peri and Erimem visited the town during the Council and faced a major dilemma over whether they should, or even could, affect its known outcome.
