Origami was an art form using folded paper or card.
The Origami Empire of Draxos Eleven and Twelve was a space-faring empire which spread across at least two planets. According to the Tenth Doctor, the Origami Empire had made no technological innovations, and were able to build their advanced society and travel through space through nothing but "the elegant and intricate folding of card".
