Passon and Svan were two members of the Fellowship of Quan, who seemed to be the leaders of the group, alongside the Sentinel of Quan.
They helped the Sentinel capture the Sixth Doctor and Peri Brown until the Doctor showed them that the real "Sentinel" was dead, and the man they were obeying was the Master in disguise. (PROSE: The Fellowship of Quan)
