Paul Hendy was an individual whom Richard Orford knew.

After showing his time machine to the Seventh Doctor, and being reassured that he was sure it would work, Richard Orford planned to show it to Paul and Jenny. Just after the Doctor disappeared, Paul and Jenny arrived, with Paul asking if Richard was alright. (TV: The Disney Club)
