Peter was a member of the Time Team, a regular feature of Doctor Who Magazine that reviewed an array of Doctor Who stories. In 1999, in issue 285, Peter took part in a review of The Outlaws along with his fellow members.

Peter is very clearly a reference to Peter Ware, a member of the Time Team.
