A petrol tank was a part of a vehicle. Petrol could be inserted into a petrol tank and then delivered to a vehicle's engine.
The Third Doctor destroyed the Multi-Mobile by putting sugar cubes in its petrol tank, causing the vehicle's engines to seize up while it was crossing a marsh. (COMIC: The Multi-Mobile)
