Polsbroek was the Mayor of Amsterdam and head of the East India Company. He interrogated Tegan Jovanka and Nyssa when they were captured. When Nyssa told him of their origin who took them to Mach-Teldak. He made Teldak a new spaceship. In the alternative timeline his descendants ruled the empire based on Teldak's information.
