Popeye, also known as Popeye the Sailor, is a multimedia franchise which began with a series of comics featuring the title character in Thimble Theatre, with him making his film debut in 1933, in a Betty Boop cartoon. The character was created by E. C. Segar, and would go on to have several appearances across various types of media, including a series of comic strips published in TV Comic.

The series principally stars the character of Popeye the Sailor Man, and also features, among others, his girlfriend, Olive Oyl, and his nemesis, either Bluto or Brutus.

The series had some crossovers with the Doctor Who universe within the pages of TV Comic's various holiday specials.

The earliest known non-cover crossover with Popeye occurred in the TV Comic Holiday Special 1967, which published TV Comic's Counter Game [+]Loading...["TV Comic's Counter Game (1967 game)"]. The game featured the Keystone Kops (titular characters of the Keystone Kops silent films) potentially arresting Brutus for fighting, with the illustration depicting a fight between Brutus and Popeye. Earlier in the game, the Keystone Kops may encounter the TARDIS or a pair of Daleks.

The second of these occurred within the game TV Comic's Counter Game [+]Loading...["TV Comic's Counter Game (1968 game)"], published within the TV Comic Holiday Special 1968. The game featured elements of the various series featured in the annual, including both Doctor Who and Popeye. Partway through the game, the Diddymen (the main characters of the game, from Diddymen) may stop to listen to Dr. Who playing his recorder. Later in the game, they may stop to help Brutus out of a hole, with Popeye glaring back, implicitly having left him there after a fight.

The following year, in the TV Comic Holiday Special 1969, the game Basil Brush goes Rent Collecting [+]Loading...["Basil Brush goes Rent Collecting (game)"] was released, which had a similar conceit. Midway through the game, it is possible for Popeye to feed spinach to Basil Brush (the main character of the game, from Basil Brush), sending him ahead a few spaces and allowing him to collect rent. Later in the board, he may encounter "Tardis", requiring him to travel a few spaces back along the board.

Finally, in 1970, the TV Comic Holiday Special 1970 was released, featuring the game TV Terrors Autograph Hunt [+]Loading...["TV Terrors Autograph Hunt (game)"] which, again, had a similar conceit. Early in the game, one or more of the TV Terrors (the main characters of the game, from TV Terrors) can be taken sailing by Popeye in a ship titled TV Comic. Much later in the game, they may receive Dr. Who's autograph.
