A specific kind of pulse-wave was given off by the operation of a TARDIS's power source tapping into the Eye of Harmony, and could be picked up by sophisticated instrumentation aboard a TARDIS while in flight within the Time Vortex. The "pattrn" of the wave could then be analysed to detect the source of the anomaly and whether or not the source of the power release was moving.
