A rag and bone man was a type of junk dealer on some parts of planet Earth. The term referred to a junk man who would travel around their localities, scavenging for items that others didn't want. One such man found a Blessing Star in the lot vacated by I.M. Foreman in Totter's Lane in London. Using its ability to affect the laws of probability, the man's life vastly improved. He even used the Star to help England win the 1966 World Cup, before the Star exploded, mid-match. (PROSE: The Rag & Bone Man's Story)
