The "rules of the universe" was a term that the Fourteenth Doctor used to describe the normal limitations of reality in opposition to the Toymaker's rules of play. The Doctor said that the Toymaker was "beyond the rules of the universe". (TV: The Giggle [+]Loading...["The Giggle (TV story)"])

The Fifteenth Doctor later referred to the Toymaker as a Drastic Transgression, saying that the Toymaker's legions were "forces of nature, but forces of a different nature, writing their own rules.
