Safira Valtris was the owner of a set of gardens that the Sixth Doctor and Peri Brown visited. The gardens were in a spaceship. She deposed the emperor, her cousin, who then deposed her. She couldn't be executed as that would give the populace bad ideas. She later took Peri as a hostage, and brought her to the palace library. She had planned to use General Akros's ship to get away but Peri convinced her not to. (AUDIO: Breaking Bubbles)
