Saman78 was the username of a reader of the website Who is Doctor Who?.

On 26 March 2005, (PROSE: The Doctor Was Involved in the Dummy Massacre, Operation Mannequin) Saman78 was in Covent Garden when the Dummy Massacre began; when they first saw the dummies, they assumed it was mime. (PROSE: Dummy Massacre)
Shortly after, Saman78's story was shared on the conspiracy website Who is Doctor Who?. (PROSE: Dummy Massacre)

Although similar in nature to the user-created characters in Dummy Massacre, Saman78 was included in the main text of the story and therefore was created by the BBC webteam.
