Scandrius was a Time Lord who seemed to have similar points of view as the Doctor. He took Tegan Jovanka along to steal a TARDIS that had been calling to him to explore the universe and defeat evil. Together they visited a planet made of toothpaste. He looked up to the Fifth Doctor as his hero. (AUDIO: Time in Office)
