Series 2 of Gallifrey was made up of five audio stories which were released between April and August 2005. It starred Lalla Ward as President Romana and Louise Jameson as Leela.

Series 2 saw the return of Inquisitor Darkel, who had cameoed in Weapon of Choice and had a major role in The Inquiry, and fleshed out her character as a conservative opposed to Romana's policies. It also saw the introduction of Pandora, Cardinal Valyes and Commander Hallan and the final appearance of K9 Mark I, killed off to further isolate Leela.

Beginning several weeks after series 1, series 2 saw Romana begin to lose control of Gallifrey as Darkel and her supporters worked to undermine her decision to allow off-worlders to study at the Gallifreyan Academy. Meanwhile, she also had to deal with Free Time and Pandora, who attempted to manipulate her, and Leela struggled with whether or not she wished to remain on Gallifrey and how she felt about Andred following his regeneration.
