maybe the statue of liberty angel does move as fast as other angels, it just can't get very far before someone sees it and it has to stop.  the thumps which one originally assumes are footsteps could just be it "landing" after milliseconds of unobserved movement.  that would answer both the questions of its speed and the observation problem.  and there could have been people watching it when it was standing over amy and rory.  there are other people in the building remember.  they probably would have been looking out their windows at liberty, maybe even to help give amy/rory longer time to escape.  and what else is there to do when locked up in a single room for decades?
the lack of people from an in-universe perspective i guess is because, especially under the cover of the darkness of night, the people mostly got zapped by the angels. from an out-of-universe perspective it was probably because of the cost of extras and the extra challenge of coordinating them.  [[User:Imamadmad|Imamadmad]] [[User talk:Imamadmad|<span title="Talk to me">☎</span>]] 08:47, October 2, 2012 (UTC)
