:Well, they'd have to be zapping people all over Manhattan (and Brooklyn, and…), not just in Battery Park, so we're talking hundreds of thousands. But that's not impossible—they zapped a whole planet in the backstory to TToA. Also, they didn't have to do it all that night; they've apparently been there for some time. (And after a few nights of large numbers of unexplained disappearances, a lot of people would probably stay indoors, even in New York.) That would imply that Winter Quay is only one of many farms, but that's not impossible either. | |||
:Anyway, if that's the in-universe explanation, the out-of-universe explanation is that it was appropriate for the story. Plus, it makes the episode spookier, and also more melancholy.
