Well he's obviously not gay (I didn't and wouldn't suggest that). But he still seems more than willing to spend the night in Colin and Linda's company and happily orders a taxi for the three of them. The kiss between Colin and Owen was the first LGBT scene in Torchwood and arguably first major LGBT scene in the Doctor Who franchise.
