Though the way it's presented in ''Journey to the Centre of the TARDIS'' (including, I'd argue, directly contradicting the TARDIS needing a means of recharging in ''Boom Town'' and ''Utopia'') is a little problematic, the two sentences themselves aren't really in conflict.
