W. Coburn was described as a "pompous ass" by Clara Oswald in the Novel,[[The Blood Cell (novel)|The Blood Cell]] which suggests that he did exist and isn't a continuity error. The Blood Cell is likely to have taken place in 2014 so I think it's best to assume that the sign was in fact out of date.
