::Sounds to me like Gat and the Judoon are just 'for hire' and are both recruited by the Division but are not employed by or affiliated with them. It makes sense that Gat and the Judoon are on the same mission, similar to what you'd see/hear in the Vienna audios. Vienna doesn't work ''for'' anyone, but she is hired out by clients. To wit: "Judoon must deliver Fugitive to contractee '''at''' Division" suggests that the Judoon's contract is not with "the Division" as a whole, but with a specific individual ''at'' the Division. Hence, Gat, another member of the Division, is not the contractee, but can be sent by her individual superior/colleague, "on their behalf".
