Slightly clarifying this, since the initial wording didn't really make clear that the reason WHY Time Lords are excluded is because they DON'T have an equivalent conception of genders to humans. Also making clear the difference between a species having similar sexual dimorphism to humans and having a similar social conception of a gender binary to humans.
