Because ''if they don't,'' and I'm willing to bet that there are disagreements, and these disagreements will only get more severe as we include more and more stories that might be considered "notable minor stories" (eg, [[Canaries (short story)|Canaries]] for quite a few Doctors or [[The Paradox Moon (short story)|The Paradox Moon]] specifically for 13), that's a serious problem for the idea that this is something trivial that we can just come together on without it being an issue.
