No. THhe Silence did make her a Time Lord. Being convived in the TARDIS made it ppossiblee for Melody to be made into a Time Lord, but she still would have been born a human if Kovarian hadn't experimented on Amy while she was prengant. They make that very clear in the scene where they realize that Melody has time lord DNA.
