Steven was the grandson of Gerry and Wendy Billing. Gerry and Wendy had had two daughters, Susan and Vicki.
In late 2023, when the latest parcel for Doctor Bear arrived, Steven brought it to his great-grandmother Claire at his grandfather's request, opening it to reveal an orange top and tweed overcoat. Claire noted that Doctor Bear would look very smart in that clothing.
Steven took off the T-shirt and braces the stuffed toy had been wearing, and dressed Doctor Bear in its new outfit. He then made his farewells to Claire, stating he had a piano lesson. Claire asked him to come by and play for her later, and his responding "Mmm" reminded Claire of Gerry when he had been a boy.
