Sugru was part of a god-like people the Armecei. He got angry when he encountered the Fifth Doctor, Leela, Lowri and Tegan Jovanka in an ambassadorial trip. This was because in his previous incarnation defeated his brother who ultimately died. Tegan found a way to destroy the faith of those who worshipped him and he died. (AUDIO: Time in Office)
