Personally, I believe this character should be renamed to Barnaby Edwards (Old Friend), as the "(in-universe)" dab term is for in-universe counterparts of real world people, which this Barnaby Edwards isn't. His name is obviously a reference to Barnaby Edwards, but there is a difference between "reference" and "counterpart".
Compare Groenewegen: lots of Groenewgens in the DWU named after Sarah Groenewegen, but they're not in-universe counterparts of the real Sarah.

- If it were only the name it'd be one thing, but the IU Edwards is also drawn to look like the actor. To my mind, if we had a character called Jodie Whittaker who was drawn to look like Jodie Whittaker, she would uncontroversially get the "(in-universe)" dab even if it was a heavily fictionalised version who never played the Doctor or any adjacent role. The "(in-universe)" disambiguation term should be used to dab any in-universe thing named after an out-of-universe thing.
