Hello. You seem confused about how images on this Wiki work. Most images uploaded on the Wiki are not "free to use", but rather, copyrighted images used for documentary, non-commercial purposes under fair use principles. (Starting with screenshots from Doctor Who itself!) There are specific disclaimers on file pages, such as File:Liam Cunningham.jpg, where we use the {{promotional}} template, which reads:
"This is a copyrighted image that has been released by an individual, company or organisation (such as, though not limited to, the British Broadcasting Corporation) to promote their work in the media. It is the opinion of the uploader of this image that its use on this site qualifies as falling within the fair dealing clause of British, Australian, and Canadian copyright laws and the fair use clause of US copyright law."The "Promotional" disclaimer template
As such, to point out that a given image is copyrighted is not grounds for deletion in and of itself.
Mind you, quite often, as a matter of courtesy, the Wiki will comply if the actual copyright-holder of a picture requests that it not be used. We don't want to be unfriendly.
Ergo: are you the copyright-holder/a party representing the copyright-holder? Or simply a "concerned citizen", as it were? If the former, we can of course replace the picture with another one. But if the latter, while we thank you for your concerns, the image will be allowed to stand, and you should familiarise yourself more closely with our policies.
