Are we even sure this is a rank, as opposed to that Time Lady's name, à la The Master and The Doctor? The fact that this is title "The Partisan", rather than "Partisan (The End of Time)", certainly suggests it. --Scrooge MacDuck ☎ 13:59, January 27, 2019 (UTC)
