The Count

The Count was in control of a time loop around a French village. He wasn't concerned about Nyssa and Tegan Jovanka entering the loop. The Fifth Doctor thought that he was a Time Lord meddling with history, but this wasn't true. He just wanted to party and have an easy life. A war in the future had caused him to come back in time to try and stop another. His machine eventually shut down due to entropy. (AUDIO: The Edge of the War)
