A throat microphone was a communication device. Humans used them during that Dalek invasion of the Solar System which was countered by Space Army. Jeff, Andy and Mary Stone once used such microphones on the Moon.
A throat microphone was typically attached externally around the wearer's neck, and transmitted noise directly from the voice box. They were used primarily in low-atmosphere conditions, such as those found on the Moon. (COMIC: Battle for the Moon)
