Tiberius Finch
Tiberius Finch was a surgeon working under Sir Henry Montague. He studied as a surgeon at the Royal College of Medicine, but failed to graduate after an event in his final year. He began work on the HMS Hades around 1869, where he studied the aliens which came through the Cardiff Space-Time Rift.
Under Henry Montague's orders, he tried to breed the perfect soldier, using Blowfish as his minions. Many of his creations came out deformed. When Jack Harkness was captured after his attempted murder, Finch also studied Jack's immortality and considered abandoning his super-soldier project.
Finch was an alcoholic, with visible capillaries on his face as "a result of his fondness for whisky".
When Torchwood Three investigated the HMS Hades Finch tried to escape, but he was later killed by his creations after Jack had released them. (PROSE: The Baby Farmers)
