The Triumvirate was the unification of the three nations of the planet Világ: Galen, Malendia and Kozepén. Form in the year following the Killoran invasion, the Triumvirate was led by the Principal Triumvir; Justice Rossiter. Evelyn Smythe of Earth, who had visited Világ with the Sixth Doctor, decided to stay and marry him. Two years later, the Doctor returned with Melanie Bush to check up on Evelyn. Unknown to Evelyn, she was the subject of experimentation with Killoran DNA. The Doctor managed to undo the damage done to her. While recovering, she was visited by the Seventh Doctor.
