I thought I'd thought of all the romantic foods, last time, but I've thought of a few more.
Chimeron jelly which Billy steals and consumes so he can run off with Delta.
With my next suggestion it's another of the tenuous links from Revelation of the Daleks (TV story) The Herbabaculum vitae the scene between Takis and Lilt at the end has a sort of romantic edge to it. The dialogue between them is only a few steps away from going cliched and saying 'this could be the start of a beautiful (business) relationship'. Although I may be reading too much into that scene.
Another somewhat tenuous link. Tea and cakes fed to Mel in Paradise Towers (TV story) Pex does eventually rescue Mel from a situation involving cakes, tea and the Rezzies. As he is the only bloke in the Towers and Mel the only woman who isn't a Rezzie or a kang it could be romance.
Peacock specifically with an orange and juniper sauce. It's served in The Romans (TV story) which someone may point out is served to the whole TARDIS gang. But it's when it's mentioned again at the end of the story where it's mentioned again which makes it romantic (it's also cold and in the fridge which doesn't exist).
In Seasons of Fear (audio story) Charley is off to meet a good friend and have a Singapore Sling.
In The Sword of Forever (novel) Benny sits down to a meal with Marillian of penguin steaks and parsnips. She eventually marries him, though it's not quite for purely romantic reasons.
