Okay, turns out I was wrong about co-stars, but as far as I can tell, the problem is still there for the list of GUEST stars at the start of episodes (though probably not The New World, as most of the guests are prominentish CIA people or people associated with Gwen), in particular, members of the Three Families in the second half of the season that I don't recall being given ANY onscreen name.
If this still doesn't make sense, I'll probably be going through the Torchwood credits in the coming weeks to explain my point better.
