V'rell was the Monan delegate to the temporal summit who allied himself with Free Time to bring down the Time Lords.
Aware of the Time Lords' alterations to Monan's hyperspatial links, he planned to have Pule killed and Narvin blamed, provoking conflict between the Temporal Powers and Gallifrey. Baano achieved this after Hossak rewound time the first time but the scheme was exposed by Romana II after the second reset. He was then handed over to the Monans to stand trial. (AUDIO: Square One)
