Vince Foster
Vince Foster was on Skaro when Bernice Summerfield arrived there. He was reliving the same day over and over again. Benny often hit him, and called him "a badger in a spacesuit". He called Skaro "the Ghost Planet." He was working on a documentary on it for the Mystery Channel. He gave Benny a camera to remember what was happening. He noticed a design flaw in the city. He wanted to get to the city. (AUDIO: Random Ghosts) He made his way through a control room. He knew of the Daleks and explained to Varna about some of their workings. He was helping Varna protect her world from the Thals. He wanted to use the Daleks for his own ends. He wanted to form an alliance with the Daleks. He was exterminated by the Dalek.
