A Zygon was part of the group that was stranded on 16th century Earth when their ship landed there.
Finding the human civilisation of the time too primitive, in 1562 the fleet decided to enter stasis cubes and wait for a more advanced period. This Zygon was translated into the painting (TV: The Day of the Doctor) but not before Queen Elizabeth I (posing as their dead commander) told him that he would be the new leader in the later time period.
