"Bob Hay" was a member of the Supreme Order of the Rectangle who was entrusted with carrying out the Gunpowder Plot of 1605, being the secret orchestrater of its events. As part of the plot he took on three different personas. One, was as "Bob Hay", the lover of King James of England and Scotland; a second was known only as "The Spaniard", a mysterious figure who manipulated both the Protestant Sir Robert Cecil and the Catholic plotters Robert Catesby and Guy Fawkes; the final identity was that of "Sybil", a bar maid in Marge Bunch's inn.

In November 1605, Hay encountered First Doctor and Vicki Pallister, who was disguised as "Victor", a boy. Also, as "Sybil", he met Barbara Wright and Ian Chesterton.

Hay was going to set off the explosion under Parliament when John Firking and Ralph Hodge, two cobbler friends of Ian Chesterton, found him as they were trying to rescue Ian. They overpowered Hay, then Sir Robert Cecil arrived and arrested him. Since the real Guy Fawkes had been killed, Cecil thought it politically expedient to charge and execute Hay under Fawkes' name.
